Exporting with Write Normals on and Smooth Groups on, results in exactly the same behavior as just using Write Normals where 3DCoat does not recognized the edge-loop as a selectable edge-loop (it only allows me to select an edge at a time with the edge-loop tool on the edges with a sharp edge marking).
